Who is a Citizen?

In June 1924, Congress passed a measure that was then signed by President Calvin Coolidge guaranteeing full American citizenship for all Native Americans born within U.S. territorial limits.

It appears that there have been times in history when we have adjusted how and when peoples become members of our group.  Maybe current politicains could study how the Native Americans who we were fighting and killing as late as 1888 became citizens in 1924.  And then perhaps apply some of the same logic to Mexicans.
